As you’re aware, Rochester has been expanding rapidly for several years. Although our community has seen great benefits from the growth it also presents challenges, particularly in the provision of city services and infrastructure.

As our community grows, it is essential that we are able to provide the same high level of service to new residents that we provide to current residents. As more residential homes are built, the strain on our resources and upward pressure on rates becomes greater.

In consideration of these issues, on February 25, 2003 the RPU Board approved an amendment to RPU's Electric Service Rules and Regulations. Section 304 now reads as follows: "RPU will charge an underground service connection charge for the extension and connection of new underground electrical service to any single-family home, town-home, condominium, duplex, or triplex located in a R-1, R-1x, R-Sa, R-2, R-3, R-4 or Special District, zoning districts." Apartment buildings are excluded. The amount of the charge is $300 plus tax, per residential meter set that falls within the above designation.

This charge will be assessed to the Building Contractor for all permanent residential meters set after April 1, 2003. A billing statement will be issued at the time inspection is received to set the new meter. Service applications received in our office prior to February 25, 2003 and having permanent meters set prior to August 25, 2003 will not be charged.

In order to ease some of the inconvenience this may present, RPU will waive the new service connection charge for those homes that are already under construction and future homes that were already under contract as of March 25, 2003.

We ask that you provide RPU with the following: a copy of all signed contracts (on or before March 25, 2003) listing the address, the name and date under which the contract was signed, and the projected completion date of the homes.

Please make the information available to RPU by April 1, 2003 otherwise, the following will apply: "Service applications received in our office prior to February 25, 2003 and having permanent meters set prior to August 25, 2003 will not be charged." This statement appeared in our previous letter dated March 6, 2003.
